The Challenge

A union parishad is Bangladesh's rural local-government tier — the office that holds citizen records, local tax, certificates, and day-to-day administration. Paper files and spreadsheets were losing revenue and making audits impossible.

They needed a CRM that could run the same workflows across many parishads: records, billing, multi-department routing, strict role-based access, and an immutable audit trail.

The Solution

Working directly with stakeholders, I built UPMIS (Union Parishad Management Information System) — one CRM deployed to 23 union parishads.

• Parishad CRM: Citizen records, cases, and departmental work in one system instead of spreadsheets.
• Workflow engine: Assessment, billing, and collection routed between desks automatically.
• Immutable audit logs: Every mutation recorded for compliance and anti-corruption review.
• Financial reporting: Revenue, delinquency, and operational dashboards for parishad admins.
• Access control: Encryption, session management, and granular RBAC per role and parishad.

Engineering

• Tests: Workflow-state and audit-log integrity tests on assessment → billing → collection.
• CI/CD: Staged deploys with a production freeze window; automated backups before each release.
• Security: Encryption at rest, session hardening, granular RBAC, and immutable audit trails for every mutation.
• Deployment: Production across 23 union parishads. Zero downtime and no critical bugs since launch.

The Make Real Difference

I spoke with the people who run the desks, mapped the real data structures, and shipped a system they could operate without a vendor lock-in. Since launch the CRM has stayed up; the parishads are not back on paper.
